Universal speed limit for Spain

The Spanish government is finally addressing the high cost and excessive use of imported petroleum products.
Among measures being introduced are limits on the use of electricity, particularly for heating and cooling offices and a speed limit of 80kph (50mph).
While inherently very sensible, I have to wonder how these measures are going to be enforced.
